  * remove several golang dev libs from B-D:
    golang-github-gogo-protobuf-dev,
    golang-github-lib-pq-dev,
    golang-github-minio-sha256-simd-dev
  * force building with golang-google-protobuf-dev >= 1.36.5
  * add "Forwarded-Upstream: not-needed" to various patches
  * add package-contains-documentation-outside-usr-share-doc to
    lintian-overrides (syncthing-gui needs html files)
