  * Sync with upstream release 25.08
  * Remove patches that are now upstream

  * Add missing packages to test dependencies

  * libqat4.symbols: update with new symbols that have been added to lib
  * remove usr/bin/update_sample
  * debian/control: add libnuma-dev
  * debian/control: add autoconf-archive build dep
  * debian/control: update to standards version 4.7.2
  * refresh patches, delete two patches that are now upstream
  * Update upstream source from tag 'upstream/25.08.0'
