  * Remove constraints unnecessary since buster (oldstable):
    + Build-Depends-Indep: Drop versioned constraint on libfits-java (>=
      1.15.1).

  * d/rules: fix javadoc generation (Closes: #1108567):
    - use find to locate css and script files

  * New upstream version 3.83+ds (no changes in Java part)
  * Push Standards-Version to 4.7.3, remove redundant Pritority: optional
  * Remove redundant Rules-Requires-Root: no
  * d/copyright: Replace deprecated Upstream-Source with Source
  * Add d/salsa-ci.yml
