libheif (1.21.2-2ubuntu1) resolute; urgency=medium

  * Demote libheif-plugin-libde265 from Depends to Suggests on Ubuntu
    to keep the patent-encumbered H.265 decoder out of the default
    install. Users can install it from the archive if needed.
  * d/rules: Fix substvar assignment syntax for libheif:Suggests and
    libheif:Recommends (colon was used instead of equals sign, causing
    the variables to expand to empty strings).
