  * No-change rebuild for libonnxruntime soname change.
    - Since
      https://tracker.debian.org/news/1707835/accepted-onnxruntime-1231dfsg-1-source-amd64-all-into-experimental/
      landed in experimental, builds in Launchpad depending on
      gstreamer1.0-plugins-bad are failing to resolve the
      libonnxruntime dependency. See for example,
      https://launchpadlibrarian.net/844034972/buildlog_ubuntu-resolute-amd64.gst-thumbnailers_1.0~alpha.3-0ubuntu1_BUILDING.txt.gz
    - The idea to rebuild gstreamer1.0-plugins-bad in the -proposed
      environment to get the new libonnxruntime soname depended on by
      the packages' control file, so that transitive dependencies
      won't try and resolve the libonnxruntime-providers (=
      1.21.0+dfsg-3) package, which isn't installable in -proposed.
