    - Build from upstream sources.

  * Fix build with older texinfo.
  * For backports, require binutils (>= 2.38) on riscv64.
  * Update the PR ada/107475 patch from the gcc-13 branch.
  * Update the ada-armel-libatomic patch for PR ada/107475.
