How are rosetta translation updates merged back into upstream

Rosetta can already distinguish between a PO file that comes from an
Ubuntu package, and a PO file associated with an upstream release, and
we'll encourage upstreams to manage their translations in Rosetta. Over
the next couple of months we'll build tools to make it easy to move
translations between upstream and the package.
