It can be per:

 - product ("zenity")
 - project ("gnome")
 - distribution ("ubuntu")

The interaction between project and product is interesting. Official
translators of both product and project can translate/edit any product
in the project. The permissions used are the most restrictive of those
requested at the project and the product level.

Poke around in Launchpad and look at the Translation Permissions detail
in the top left of a page about any product, project or distribution and
you'll see what I mean.
