Translating in Rosetta without contacting upstream?

Sorry if this question is too simple.

We need to localise to Catalan an application we haven't developed (in
our case is phpWiki - present in Ubuntu Universe repository).

We are considering Rosetta to do this but... can we just request to add
phpWiki withouth asking the upstream developers?

The po localized in Rosetta will go directly to them or we need to
contact them before starting to work /  when we have the po ready?
