Imported translations become "suggestions"

Well, that might be the case, since the problem became virulent in the
evolution-2.4 template. But the ownership of this template is not different
from, say, gnome-config, where .po import worked smoothly. Please compare

Yes, I am part of the team. I am its current leader and I have access to the
GNOME CVS. So if I want to stomp on other guys translations, I can quite
easily :)

No, serious, where can I apply to become GNOME translations in Rosetta?
