Ensuring Quality in Ubuntu Translations

We will certainly build a review process into Rosetta (together with
commentary). However, that might take up to a year to get right. In the
shorter term, I really like the approach of controlling access to the
teams carefully. Launchpad's team membership gives you the ability to
keep track of people who want access to the translations.

Allow people to apply for membership, then let them translate a little
(their translations will not become official, they will be
"suggestions"). We can in the short term give a way to see the
suggestions contributed by a particular person, so that you can fairly
easily review the work done by someone. Then, if that work is of a high
enough standard, you could approve their membership in the team, and
they get the ability to "commit" without review.
