What happens to translations when upstream is brought in

I think this is an excellent point.  We should have a way for people to
register their affiliation as a translator, separately from being
someone who has responsibility for approving translations.

This could be either by joining a team, or it could be something
Launchpad works out by looking at what translations someone has contributed.
