I don't really understand your problem, if you want to help the
translating process of Totem, please contact the French Ubuntu
translators here : http://wiki.ubuntu-fr.org/groupetraducteur Or the
GNOME french team here : http://gnomefr.traduc.org/
If you just want to use Totem in french, just install
language-support-fr with synaptic. More help on the francophone ubuntu
community : http://www.ubuntu-fr.org
