Improving Rosetta's relation with upstream translation teams

I've seen Jordi's mail to KDE translation teams about improving relations
between Ubuntu and KDE translators, that cites a wiki In Ubuntu that seems to
answer also to the discussion had on this topic some time ago in this list.
I'm a member of Ubuntu and KDE Italian Translators Team.
IMHO the crucial problem is that in Rosetta the list of po that are displayed
for translation aren't clearly identifiable as derived from KDE upstream
strings or Ubuntu native.
The solution for this problem may be marking differently the upstream
translations, and making Rosetta show where they derive from.
These po should be accessible to any Ubuntu translator, but only with reading
permissions and not modifying.
So quality in Ubuntu is preserved because anyone can check these strings and
send a notification of bug (typos, etc...) to KDE translation team.
When KDE team has fixed this bug, the po should be sent to a special
repository where it will be uploaded automatically.
A new feature to add to Rosetta's list should be also showing the date of
upstream for the problems derived by non synchronization of KDE and Ubuntu
release cycle.
