What is an Upstream?

Normally, Rosetta does. But if you're doing the same translations
upstream and downstream, there should be no issue, as the translations
are the same, and Rosetta will take that into account when importing new
versions of the package -- ie, will update to the new strings coming
from upstream, if the previous were equal in rosetta and upstream.
