Rules for non-ubuntu translations

I have a serious problem with "hit-and-run" translators coming in for a
few minutes and translates stuff they have absolutely no clue about

I'm talking about non-ubuntu stuff here (i.e Democracy Player).

IMHO there should be a rule that all new translators must apply for a
membership in their national translator team (i.e Swedish Rosetta
Translators etc.)

I just spent 2 hours cleaning up the translation for Democracy Player
after some "young persons" filled it up with "Swenglish" (English words
with some sort of Swedish sounding). Horrible.
