Spread 2016.08.31 is out

Hello all,

The "enable holidays" release of spread is out in code and snap form with
the following improvements:

- New halt-timeout option in Linode backend to automatically shutdown and
take over machines that run for too long. Our snapd setup will enable that
option with a 2h setting, meaning that if there are no more machines
available, those running for more than 2h will be stopped and used. The
data in the original system is moved aside and not destroyed.

- Better handling of high contention. When there was just one or two
machines available and too many runners trying to pick them up, the fight
might end up on a high number of jobs for the Linode server to handle,
slowing selection down. This is now handled better.
