so there could be a console UI for the GUI app (or simply a tool that
uses the appstream database that gnome-sw provides) ;)

what sergio was saying is that it doesnt need the aggregated DB but a
tool that can use both DBs since the focus is on search and install ... 
there is no need to mangle the deb or rpm DBs for this feature (you not
only need to patch the db handling but also modify a lot inside dpkg and
rpm to make that happen).
