Writable directories in /var/snap?

$SNAP_USER_COMMON is not created automatically when the snap is
installed, and trying to create it from the snap fails (permission
denied).    

If I create it from the host I can then access it from the snap, it
seems, but not being able to create the directory makes it somewhat hard
to use...
