Hi Dave,

As you probably saw in the bug updates[1] today and the release announcements,
snapd 2.20 is now available on Ubuntu Core series 16 and 16.04 classic systems
and it contains the features to allow you to manage network namespaces with 'ip
netns' in either devmode or strict confinement by using the 'network-control'
interface. While it took a while to get there[3], hopefully this will resolve
your issues with snapping openswitch. If you have any issues, please don't
hesitate to ask and/or file bugs.
