create-user primitive

hi there,

i was trying to verify the functionality of the snapd create-user primitive
and see this error-

is this expected behavior? why can't i have more than 1 user managing the
device? separately, i noticed that this primitive has been deprecated from
the help menu-

can someone please help me understand why this is the case? finally, at the
first boot, device ownership must be established via Ubuntu SSO. given
that, and the fact that create-user does not allow extra user creation, how
and when can someone use it?
