Configuration Hook get/set.

hi all,
i have a few  questions regarding the baviour of the configuration option

if i do
snap set "mySnap" "myOption=77
everthing works as expected. i can read the option with snap get or in the
configuration hook with snapctl get.
after snap remove "mySnap" i still can access the option i set before.

is this the desired baviour?
where are these values stored?
whats the best way for setting default values for the intial setup?
