DHCPD server Snap App

I dont think there's one. I suggest you copy Ubuntu's dnsmasq and dependent
libs in a snap (or ship a static build thereof); dnsmasq can do a gazillion
of things from a single executable, just by tweaking the flags. (I'm
running dhcpd and bind on various servers for historical reasons and it's
much more work/complexities).
