Giving a bit more details, users with reviewer role can:

* set alias on a specific package, using the "set alias" functionality (or
"edit alias" if already set)

* search for packages, and directly set alias from package search results,
in the URL:

https://myapps.developer.ubuntu.com/dev/click-apps/search/
