The measure of quality in software is how it deals with the unexpected.
Just because we're entitled to expect UTF8 doesn't mean that we
shouldn't gracefully handle cases where we find the unexpected.
Great software would say "hey, you need to set the locale or feed us
what we are expecting", not crash.
