Cannot provision azure image with a username different than ubuntu

This a doc issue. The problem that you are hitting is that you have to
provide the "ubuntu" user on the Azure CLI, else the keys don't get
setup correctly for the Ubuntu user. The way that Azure works is that
meta-data is sent over to the instance and Cloud-init uses the user name
defined on the CLI to setup the user's keys.
