ubuntu-device-flash --allow-unauthenticated

I'm trying to build a custom Raspberry Pi Snappy Core image that has a
locally built snappy package preinstalled.  During testing, I have to use
the --allow-unauthenticated flag to install the package.  I'm using
ubuntu-device-flash's --install flag to install the package in the new
image, but it doesn't pass in --allow-unauthenticated, and so I get an
error during the install step.  I see that enabling developer mode does
pass in this flag, but it also does some extra things that I don't need,
like adding SSH keys.  Any thoughts on how best to do this?
