As I said on #ubuntu, I think these should both be created by some
desktop packages on demand; remote users of Ubuntu systems who never log
in at a desktop will find it strange to have non-dotfiles in their home
directories. As a frequent remote user, one of the really nice things
about the default Debian configuration for me is that it doesn't clutter
/etc/skel.

It should be easy enough to make something at the bottom layer of the
desktop create ~/Documents if it doesn't exist; several other
directories are already auto-created in much the same way, such as
~/Desktop.
