We already do ;-) cc1 is included in the cpp-3.3 package, there's 
currently only the gcc driver missing, but you can hack around it. 
linking is another "problem".

compiling drivers for the kernel would be nice, but where do you draw 
the line? for a kernel compile you need more than build-essential 
assuming you don't configure using the basic config script (no ncurses 
headers, no X headers).
