sbin and PATH

This seems to be the consensus.  Unfortunately, setting the default path is
historically a nightmare in Unix-ish systems.  I think we need to change at
least the following:

- /etc/profile
- /etc/login.defs
- other shell init files (zsh?)
- anything else?
