` too is a dead key on many keyboards and though it's more accessible
than ~, it's on the right hand side.  On my keyboard, the key to the
left of 1 gives me | and §.

I'm not sure what you are talking about here, but I have never ever
seen a keyboard with home on the left hand side.  It's either in the
numpad or the cluster just above the inverted-t arrow keys.

That it doesn't function without a mouse doesn't mean you can't do
most operations without a mouse.   Cycling windows, using menus and
similar things are easily done without a mouse.  Web browsing and
using the gimp less so.  If your right hand is already on the mouse,
switching windows with your mouse makes sense.  If it's on the
keyboard, using that makes sense.
