Of course Linux facilitates the usage of a computer system. Virtually any 
piece of software could be said to facilitate the use of the system. Linux, 
in particular does, in that a computer cannot be used without it or some 
substitute.

In any case, they do have operating systems. Usually basic ones (or even some 
stripped down version of Linux), but still they have an operating system.
