Yes, that comment was what I was responding to.  "Email should always be
opt in" with no further explanation.  I think that replying to a bug
should be considered opting in because that is how every other bug
tracker works.

If this won't be fixed, how do I tell Malone that *I* always want to be
subscribed when I reply to a bug?

Please don't tell me I have to opt in for every single bug.
