Note that apt-listchanges doesn't actually let you see the changelogs until
immediately before unpacking and setting up a downloaded package. 

"aptitude changelog" otoh downloads the package's changelog from your chosen
mirror - not even relying on it being present on your system if the package
is already installed - so you seem to need a current network connection.
