There are no "over dependencies" on ubuntu-meta.  You can create an
ubuntu-based distro without using ubuntu meta-packages (and there is
no "ubuntu-meta" package that I can find).  The meta-packages (like
*ubuntu-desktop, *ubuntu-live, ubuntu-minimal, ubuntu-standard)
specifically exist to build an _Ubuntu_ system, without forcing Ubuntu on
anyone who derives from Ubuntu.
