"Well phrasing" mostly means you have to rewrite something you could
have just quoted, so why not quote then?

It might be different for people not on the list getting CC'ed or such,
but in general I try to add a pointer to a list archive if I do that,
and/or I write a summary or something like that.  It's rather the
exceptional case anyway--most people involved in a discussion have the
older mails available if they want to remember more details.
