Sometimes the attitude in these kinds of state-run offices is
dictated by the people who come in, not by the people who work there.  

An example:
My wife and I walked into the DMV (Dept. Of Motor Vehicles for those
not in the states) where it is almost always dull and dreary, no one
talking to anyone else unless required and with no one in a hurry or
very willing to help beyond slowly doing the necessary job.
Wife looked around, spoke up loudly saying, "Isn't it a great day?
I'm /so/ glad to be alive today!"  ...and took her place in line.
Within a  few seconds someone in the line told her that, yes, it was a
good day and she felt good, too.  Soon most all the folks in the lines
were talking to one another and the folks behind the counters were
starting to smile.  You could tell that the pace of business had sped
up, too.

When we left the atmosphere was cheery.  My bet is that it lasted all
day.

It is up to each of us to make of any situation what we can, hopefully
for the better,  and not to blame, "it," "them," or, "the government,"
for our woes.

We each and all live in the world we make.  I've found that bitter
people usually live bitter lives.
