The request is for an MRE, and I don't feel that there has been a
sufficient history of successful SRUs to allow a blanket MRE for
LibreOffice.

The upstream requirements and test suite requirements are very nicely
met, but without a demonstrable history of successful Ubuntu SRUs,
I think it's premature to grant an MRE.
