RISC-V architecture is marked as "unofficial"

Dear board members,

On pages like https://launchpad.net/ubuntu/plucky the riscv64 
architecture is marked as "unofficial".

Looking at the current state of the architecture and the continued 
investment by the Ubuntu community and Canonical this status does not 
seem justified anymore:

Images for riscv64 have been published since 2021.
Most packages including the Gnome, KDE, and Xubuntu desktops are 
available and functional for riscv64.
