Delegation of LTS flavour qualification to the release team?

Dear Release Team,
Further to discussion at the Technical Board meeting earlier[1], I'm
resurrecting this old thread.

In the past, there was overlap between Technical Board members and
Release Team members. This time, there isn't[2]. So we're now in a
position where it doesn't seem like we're in a good position to make
these kinds of decisions without more formal involvement from Release
Team members. The action item the new Technical Board got passed was:
"follow up on the Cinnamon 24.04 LTS Qualification to ensure the listed
contacts can action the flavor". That might no longer be relevant (is
it?), but the general case still is.
Please could the current release team consider how they want to operate
with respect to this class of decision?
I'll reply to the thread separately with my personal opinion in response
to Steve's reply.

[2] FWIW, I think it's fine: TB members should be able to understand and
decide upon deep technical matters, but don't need to be an expert in
everything. The need for expertise should be delegated to dedicated
specialist teams, such as the Release Team.
