Delegation of LTS flavour qualification to the release team?

I agree with your statement. But process-wise, what should the flavours
do to give the release team the information they need and prompt them to
make a recommendation? Currently they are sending requests to the
Technical Board, which I don't think makes sense if it's the Release
Team that will be assessing this and (in the usual case) generalising it
to a single set of recommendations.

Do we need to adjust the process so they email the release team mailing
list instead? Or would you like some other process?
