A proposed specification for Ubuntu flavors

Hello Ubuntu Technical Board,

I am writing to request your review of a new draft specification that
defines the roles, responsibilities, and processes for official Ubuntu
flavors.

During our regular flavor sync meetings over the last few months, I noticed
that our documentation was not sufficient to cover all the aspects of what
a flavor is, what are the responsibilities, the expectations, and the
relationships with other Ubuntu teams. This caused misunderstandings, and
sometimes frustrations with representatives of the flavors. I also noticed
other shortcomings in some of the processes. This spec is my effort to
improve these areas.

I also worked to propose better perks, to ensure that the officially
recognized flavors are set up for success and rewarded for their sustained
contributions to the Ubuntu project.

Please note that the spec is not written in stone. I want to promote
collaboration with the CC and the TB. However, I find it easier, faster and
more efficient to modify a completed draft, rather than starting from
scratch. So far it has been reviewed by the Ubuntu Community Council,
Sebastian Trzcinski-Clément and Jon Seager.

I would like to invite members of the TB to review it. I have granted
access with commenter rights to the google accounts I know of TB members.

Once I have your initial feedback, I would like to open it up to flavor
leads as well. In order to make things clear and transparent, I am posting
on this mailing list. All flavors already know that this initiative is
ongoing. The only reason why I do not want to make the spec public yet, is
because I want to encourage conversations between the CC and TB, and find
an initial alignment. Once both the TB and the CC are comfortable with the
spec, I will be very happy to publish it for the community to see.
