Snapd Package Specific Notes Refresh - Request for Technical Board Approval

At the Hague, the Snapd Team was requested to refresh its SRU
package-specific notes

The existing version of these notes was last approved by Steve Langasek in
2016.

The updated documentation provides significantly greater detail to ensure
that future Snapd, Ubuntu, and SRU teams - particularly
new members - have a comprehensive understanding of the background,
rationale, risk mitigation measures, and responsibilities
required to successfully operate within these exceptions.
