  * control: Drop libxmlrpc-c3-dev and obsolete
    Provides/Conflicts/Replaces.
  * c3-dev.install: Install xmlrpc.html to the correct path.
  * control: Bump policy to 3.9.5, no changes.
  * control: New maintainer.
  * control: Add Vcs entries.
  * control: Make libxmlrpc-c++8-dev conflict with the old pkg.
