    - Fixed issue of reporting SSH keys to fabric
      - wait for Cloud-init to provision the host keys
    - Multiple fixes for extension handlers
      - capture output of subprocess, prevent subprocess failure
      - prevent fabric from continuously querying host if no extensions
        are installed.
