Why you expect that? Onboard has appeared in the development release
menus for at least two releases now. Unfortunately, the Ubuntu patch
gets applied right before the final images, which makes that invalid.
This time, please change the desktop file before final images, so that
at least Xubuntu can have this valuable application in the menu, where
it should always be.
