Thank you for reporting this issue. However, I am closing this bug
because to use festival for accessibility, it is normally run as part of
another application. In Orca, for example, when festival is properly
installed, there is an option to use either ESD or festival for the
speech synthesis. Festival is not required to be started separately for
use.
