[Bug 859133] [NEW] The onscreen keyboard shows on every login

Public bug reported:

On every login the onscreen keyboard "onboard" launches. I have no need
for it since my laptop has a real keyboard and I don't know how to stop
it from automatically starting other than just removing it.
