[Bug 990486] [NEW] onboard not shown in taskbar

Public bug reported:

Onboard (the on-screen keyboard) is not shown in taskbar in Gnome
Classic anymore after upgrading to Precise Pangolin. When onboard is
minimized, it disappears completely and can't be restored.

It is possible to have the separate onboard icon that will then first
hide onboard and bring it back, but I consider this as a workaround, not
a fix.
