[Bug 941864] [NEW] onboard keyboard behind dash

This is an accessibility issue with onboard.

The default settings on onboard mean that if you have a screen that is
1024x768 (not sure if this applies to larger screen resolutions), and
press the ubuntu button, the onboard keyboard appears behind the dash.
This makes it impossible to type.

You can change the settings to make onboard always on top, but this
behaviour should really be addressed by default.

This applies to Ubuntu 12.04
